those dashed 'marching ants' mean you have an active selection - and photoshop will only let you edit inside it, which is why your brush or fill suddenly does nothing everywhere else. clearing the selection fixes it instantly.

- 1press ctrl+d (windows) or cmd+d (mac) to deselect everything.
- 2or go to select > deselect from the top menu.
- 3if the ants come back when you switch tools, you re-selected - press ctrl/cmd+d again.
- 4to hide the ants but keep the selection, press ctrl/cmd+h (the selection is still active, just invisible).
- 5to bring a selection back after deselecting, use select > reselect (ctrl/cmd+shift+d).
