motion blur not working in after effects

motion blur in after effects needs two switches on at once, and it only blurs layers that are actually moving. when it 'won't work', it's almost always one of those two things. here's how to get it showing.
short answer
there are two switches and both must be on: the per-layer motion blur icon in the switches column, and the master 'enable motion blur' button at the top of the timeline. raise the shutter angle in composition settings > advanced if the blur is too subtle to see.
or do it yourself
- 1in the timeline, turn on the per-layer motion blur switch (the circle-of-dots icon in the switches column) for the moving layer.
- 2then turn on the master 'enable motion blur' button at the top of the timeline - both must be on or nothing renders.
- 3confirm the layer actually moves between keyframes; a static layer produces no blur by design.
- 4if it shows when rendered but not in preview, that's normal - or set composition > composition settings > advanced shutter angle higher (e.g. 180) for a stronger effect.
- 5for shape/text layers with subtle motion, raise the shutter angle so the blur becomes visible.
